ATCO Gas Existing Distribution Pipeline Compliance Application

The City of Lloydminster is the only Canadian cross-border community served with natural gas, which has been flowing since the 1930s. Today, ATCO Gas serves more than 11,500 homes and businesses in the City of Lloydminster to keep their homes warm and cozy, to have hot water and to help prepare a homecooked meal. 

Currently, ATCO Gas is regulated by the same regulators on the Alberta and Saskatchewan sides of Lloydminster:

  • The Alberta Utilities Commission is an economic regulator that oversees utility rates and costs.
  • The Rural Utilities Section of the Government of Alberta is a technical regulator that oversees construction and operation practices.


According to the Canadian Energy Regulator Act (CER Act), pipelines that cross provincial borders fall under the jurisdiction of the Canada Energy Regulator (CER). ATCO Gas is applying to the CER under Section 214 of the CER Act to continue to operate and maintain eleven existing low-pressure gas pipelines that cross the Alberta-Saskatchewan border in the City of Lloydminster.

ATCO Gas will be requesting exemptions with the intent of continuing to apply consistent regulation to all ATCO Gas distribution pipelines. Exemptions are appropriate because the cross-border pipelines will continue to be safely and cost effectively operated under the economic and technical regulatory regime in place. 

There is no new pipeline construction or land rights required as part of the Application.
